English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a new poll of municipal councils, English councils are preparing to offload social clubs, sports centres, and retail spaces as they bet on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that 60% of local authorities are intending to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of playing fields and open spaces to support their finances, but they contend they must proceed to generate essential revenue from property disposals or declare themselves bankrupt.

The group said that a high proportion of councils seeking to generate funds from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Planned Disposals

One local authority in Kent said its property management strategy featured the sale of a retail complex in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Rises and Broader Fiscal Strains

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to raise council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

Medway council said it will proceed with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently also found local finances being strained by the growing number of children and older individuals requiring Send support.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to manage rising needs.

Ministers have put off planned reforms to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 deprivation indices,” said the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures highlights the extent of difficulties facing local leaders across key cities in the next twelve months,” the analysis added.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Without this, councils will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised care services in the past 12 months, the study revealed.
