The pace bowler has taken 309 Test scalps in 71 five-day games with an average of 22.10.
Australia's selection chief the selector has stated that skipper Cummins will be a central figure in the forthcoming England-Australia contest.
Rumors had circulated that Cummins might sit out due to a persistent back stress problem that remained unresolved.
Initial reports from the Australian camp suggested no definitive call had been made regarding his involvement, with the extended contest scheduled to begin on 21 November in Western Australia.
Bailey expressed that Cummins is "building up" and was "optimistic" about the likelihood of participating.
"We're aware that the window is narrowing and there are permutations around that, not only his injury, but additional elements," he commented.
"We're encouraged. We firmly believe that he will feature a major part. Hopefully it's the first Test. If not, then we'll pick it up."
Injury History
The captain missed Australia's limited-overs series against New Zealand and India in the previous weeks after examinations confirmed a stress reaction in his back.
He has a history of recurring issues, with flare-ups in several earlier campaigns forcing him out of several home seasons in a short span.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to secure his spot for the Ashes.
He mentioned that it was unclear if he had started his bowling workouts as part of his rehabilitation but acknowledged it was "getting tight" for him to regain fitness for the first Test.
Contingency Plans
In case of absence, ex-skipper Smith will assume leadership.
The talented all-rounder was recently pulled out from the national team for their one-day international series against the subcontinent side as a safety move because of an abdominal issue.
The selector characterized it as a "slight concern and stated that he'll feature in the domestic first-class competition, so will be "well-prepared to be ready to bowl."
"We put so much time has gone into building out the plan for him to be available for the first Test as an dual-role player," Bailey explained.
"His involvement was limited to the first two ODIs regardless. The way he swings the willow in shorter formats, should it hinder progress for a short period, we just made the decision to adopt a safer strategy."
