Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'We are going to be a part of football's future' - independent football regulator David Kogan

Sheffield Wednesday's ongoing struggles constitute a "serious issue" and the football regulator is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has announced.

In a wide-ranging interview, Kogan, who was recently selected, expressed "sympathy" towards the club's followers.

Kogan met with four fan organizations associated with the football team in recent days.

The team have been struggling on and off the field in this season, with the club missing wage payments on five separate occasions, including in September.

"Obviously the club has become a major concern for the league and a major challenge for the sport," the regulator explained.

"The club represents one of the great brands for English football and this week we have met Sheffield Wednesday supporters' groups.

"We're now looking to get powers... which will enable us to take Sheffield Wednesday - and other clubs brought to our attention if they require examination and addressed."

Monetary Issues and Proprietorship Status

Wednesday's embattled owner the Thai businessman stated during the off-season he would be willing to sell up at the stadium, but he has not been able to secure a deal with potential new owners.

Failure to pay player wages on time in spring months caused limitations by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the next three transfer windows, although those limitations were removed in late summer.

Authority's Position

The chairman stated: "The position was created for the Owls followers, other clubs in similar situations where fans are dedicated to a local institution that has existed throughout their lifetimes in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that over recent decades have faced collapse, or approached financial ruin, for reasons that have nothing to do with the fans themselves."

Inquired if the authority might compel an owner to sell a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we collect the information and comprehend the circumstances, we will."

But the regulator clarified that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the regulator would prefer to cooperate with proprietors.

"Our least desirable course of action is start getting involved with an particular organization, an particular chairman, without being able to work with that chairman to fix the challenges confronting the team and the chairman's encountering," the regulator explained.

"However, realistically, when you examine the past of the sport, over the past few decades there have been certain proprietors, a small minority, but some who have been irresponsible in the approach they have taken toward their teams and eventually refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with representatives from 110 clubs to lay out the remit of the oversight body this week and insisted it was a "forward-thinking discussion" with a "substantial involvement" from the grassroots to elite level.

"This position carries substantial significance, because if we get it wrong, if the sport makes errors, the significant advances achieved might evaporate incredibly quickly," the chairman stated.

"And that's what nobody wants in the realm of domestic football is a major achievement - we need to continue the progress.

"Considerable investment flowing into the game and has been invested for the recent generations, because certainty is lacking it will continue to come into football, which is among the factors explaining I think we have to adopt a precise perspective on challenges and obviously, of the next two or three years."

Top Flight Apprehensions

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the top-flight's competitiveness, but the chairman responded: "I completely endorse the achievement and development as an financial organization of the top division.

"I of all people understand the worry about compromising the top flight as an elite competition of this country. But simultaneously, if you talk to the Premier League after today's meeting, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a significant confidence."

Partisan Associations

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the opposition group in 2020.

The official contributed funds to Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," the regulator explained.

"I am presently disconnected from any form of political activity."
