Europe experienced widespread relief on Monday, as the tension caused by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on managing specific proposals. By night, the Kremlin clearly shows the world that, for them, war remains the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is capable of detecting rocket firings from enemy soil, a capability provided through up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons flew past – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, probably supplied through Western nations. Every deployment creates sudden vibrations, causing tremors. The brief panic quickly transforms into sober acceptance: perhaps the approaching threat won't strike its target this time, sparing the city from devastation and further power outages.
Ongoing Risks
Following this, a large-caliber weapon engaged a aerial vehicle close by, part of a rapid response unit – almost certainly imported technology. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day illustrated Ukraine's vital need on external assistance – a reliance that neighboring countries are clearly incapable to fill in the short term.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, debate and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new approach from American administration unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually achieve victory. This pattern will, certainly, continue.
Strategic Calculations
It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the entire situation. American leadership works based on a premise familiar among seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to surrender the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while recognising this factual reality, US leadership does little to deter Moscow, through statements or actions, from believing that the status quo will not change more in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is close to zero. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, personal considerations are coming into play: political desires to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward internal issues. And although their task will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These two forces are guiding negotiations.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with calming attempts of negotiators, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and show particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
